Meet Our Leaders



Fermin Leguen, MD, MPH
Medical Executive Director

Dr. Leguen is a board certified physician who has served the Miami-Dade County Health Department since 2001, overseeing programmatic activities of the Office of Epidemiology & Disease Control, the Special Immunizations Program and Laboratory services. Dr. Leguen is also leading pandemic flu preparedness efforts in the county, including the completion of a County Pandemic Influenza Response Plan.

Dr. Leguen has served as Co-Chair of the Miami-Dade Hospital Preparedness Consortium, and the Miami-Dade Public Schools Medical Advisory Board. In addition, he is a member of the Department of Homeland Security’s Biological Warning and Incident Characterization Workgroup (BWIC); member of the Florida Department of Health’s Syndromic Surveillance Working Group; and a board member of the Health Council of South Florida.

Prior to his employment with the Miami-Dade County Health Department, Dr. Leguen had a wealth of experience working in epidemiology and public health for entities such as the Pan American Health Organization/WHO; Institute of Tropical Medicine “Pedro Kouri” in Havana; Higher Institute of Medical Sciences of Havana; Municipal Center of Hygiene & Epidemiology in Cerro, Havana; Ministry of Health in Ethiopia; and the New York City Department of Health and Mental Hygiene.

Dr. Leguen is a graduate of the Johns Hopkins University, School of Public Health and the National Institute of Hygiene and Epidemiology in Havana, Cuba.
